Certification Reciprocity Process for New Jersey School Counselors
If you have a valid school counseling certificate from another state and want one in New Jersey, you can usually get a New Jersey school counseling certificate if it’s for the same type of counseling. You’ll need to pay the required fee.
However, there are a few exceptions:

Residency: If the New Jersey school counseling certificate you want requires you to live in New Jersey, you’ll get a “certificate of eligibility” instead of a full certificate, according to the rules in this section.

Other Requirements: You still have to meet all other New Jersey requirements for school counseling licenses, even if you’re getting your certificate through this process.
Application Process:
- Apply for certification on the New Jersey Educator Certification System (NJEdCert).
- Complete profile and application through the Teachers Certification Information System with the Department of Education.
- Pay the $95 standard application fee online.
- Submit a copy of the out-of-state credential.
- Provide a completed Record of Professional Experience verifying recent employment as a school counselor.
- Send official transcripts from all colleges/universities attended, including transfer credits with degree conferral and GPA.
Additional Documentation:
- Original documentation of school counseling experience.
- Letter of experience from the applicant’s supervisor or authorized district representative if the subject matter test is not passed but the applicant has five (5) years of experience in good standing under the out-of-state certificate.
