Certification Reciprocity Process for New Hampshire School Counselors
The New Hampshire Department of Education offers two (2) distinct options to streamline the process for experienced educators coming from out-of-state (NH Dept of Ed out-of-state overview). Whether you’ve completed an approved educator preparation program elsewhere or have substantial teaching experience under an out-of-state license, there’s a pathway tailored to your background and qualifications.
Option 1, the Approved Educator Preparation Program Out of State (AEPPOS), is designed for those who have recently completed a formal educator training program outside of New Hampshire. Meanwhile, Option 2, Demonstrated Competencies – Experience under an Out-of-State License (DCEX), caters to educators with significant teaching experience accrued under a valid out-of-state license within the past seven (7) years.
Both avenues require documentation submission and a standard application process, ensuring that qualified educators can smoothly transition into New Hampshire’s educational landscape.
Option 1: Approved Educator Preparation Program Out of State (AEPPOS)
Requirements for Certification:
- Completion of an approved educator preparation program out of state for each endorsement sought. Must be within three (3) years of the date of application.
OR
- If the program was completed more than three (3) years before the application date, documentation of licensure in the endorsement from the same state where the program is located that has not been expired for more than three (3) years before the date of application.
Application Process:
- Check if your out-of-state program is reciprocal (check here). If unsure, contact the institution of your program.
- Apply via the online portal.
- Provide documentation of completion of the approved educator preparation program, including official transcripts and a program verification statement.
- Submit any available test score reports and out-of-state licenses.
- Pay the application fee of $120 online using Visa or MasterCard (see fee schedule).
Testing Requirements:
- Basic Academic Skills Assessment (BASA) and Subject Area Testing may be required.
Documentation:
- Official transcript with a program verification statement or an official statement from the preparing college/university verifying completion of an approved educator preparation program.
- Copies of any test score reports and out-of-state licenses available.
Option 2: Demonstrated Competencies – Experience under an Out-of-State License (DCEX)
Certification Requirements:
- Three (3) years out of the last seven (7) years of experience under a full, valid educator license issued out-of-state for each endorsement sought.
- Temporary or incomplete licenses issued from other states due to the pandemic cannot be used for this purpose.
Application Process:
- Check if your out-of-state license is reciprocal.
- Submit official transcripts and experience letters from employers documenting each year within the last seven (7) years, specifying subject, grade level, and/or assignments.
- Submit copies of any test score reports and out-of-state licenses available.
- Apply via the online portal.
- Pay the application fee of $120 using Visa or MasterCard via the myNHDOE application portal.
Testing Requirements:
